PwC Philippines welcomes four new partners as the firm strengthens its assurance leadership, sector expertise, and regional capabilities across the Philippines and Brunei.

Isla Lipana & Co./PwC Philippines, the Philippine member firm of the PwC network, is pleased to announce the admission of four new partners, effective 1 July 2026, strengthening its assurance leadership and sector expertise in the Philippines and Brunei.

Joining the partnership are Assurance Partners Calvin Casingcasing, Rikki Marvin Dalangin, and Ronnel Nuñez. Also appointed as partner is Dylan Yee of PricewaterhouseCoopers Services, a branch of PwC Philippines that provides assurance and assurance-related services in Brunei.

Calvin Casingcasing joins the firm’s Assurance practice. With significant experience at PwC, he has developed extensive expertise in audit, financial reporting, and cross-border engagements, particularly within the Technology, Media, and Telecommunications (TMT) sector. He has led complex audits across a wide range of industries, including manufacturing, real estate, logistics, consumer goods, and business process outsourcing.

Casingcasing completed secondments at PwC Finland’s Helsinki office and PwC Japan’s Tokyo office. There, he supported large TMT clients under US Generally Accepted Accounting Principles (GAAP) and Public Company Accounting Oversight Board (PCAOB) standards, gaining valuable international experience working with global teams and clients across jurisdictions. His experience spans engagements under Philippine Financial Reporting Standards (PFRS), International Financial Reporting Standards (IFRS), and US GAAP. He graduated cum laude with a degree in Accountancy from the University of Santo Tomas.

Also joining the partnership is Ronnel Nuñez, who brings over a decade of experience serving clients across a diverse range of industries, including entertainment and media, telecommunications, semiconductors, logistics, retail, manufacturing, and healthcare. He has led complex group audits for organizations with cross-border operations and has built extensive expertise in managing large multinational engagements. As part of his international experience, he completed a two-year secondment at PwC’s Philadelphia office, where he supported audits of US Securities and Exchange Commission (SEC)-listed companies in accordance with PCAOB standards.

Nuñez contributes to PwC’s Audit Methodology Group and plays an active role in developing future talent through assurance training programs, including workshops on the US auditing curriculum. He holds a degree in Accountancy from Bicol University, placed fourth in the October 2011 Certified Public Accountant Licensure Examination (CPALE), and passed the US CPA Examination in 2017.

Rounding out the firm’s new Assurance partners is Rikki Marvin Dalangin, who has extensive experience serving clients in financial services and other regulated industries, particularly insurance. His background spans life and general insurance, health maintenance organizations (HMOs), mutual benefit associations, and takaful. He has played a key role in major industry developments, including leading internal controls over financial reporting (ICOFR) validation initiatives when the framework was first implemented in 2018.

His portfolio includes work with several major clients, including two of the Philippines’ largest insurers and one of its leading HMOs. He also supported the adoption and implementation of IFRS 17 for multinational life insurance clients. As part of his professional development, Dalangin completed a secondment with PwC Switzerland, where he worked with one of the country’s leading life insurers and further deepened his insurance sector expertise.

Beyond client service, Dalangin is actively involved in developing talent and strengthening audit quality within the firm. He leads firmwide assurance and methodology courses and delivers specialized training initiatives. He previously served as a Methodology Reports reviewer and has been a Quality Management for Service Excellence (QMSE) validator since 2018. He has also contributed to global quality reviews across PwC member firms in Indonesia, Vietnam, and Malaysia. Dalangin holds a degree in Accountancy from Ateneo de Davao University.

Extending the firm’s leadership bench across the region, Dylan Yee is the newest partner of PricewaterhouseCoopers Services, which was founded in 2016 to grow PwC Philippines’ assurance practice in Brunei. Yee brings decades of experience in audit, advisory, and risk management across Malaysia and Indonesia, bolstering the firm’s assurance leadership and supporting audit quality, regulatory insight, and access to PwC’s regional and global network. He is a Fellow of the Association of Chartered Certified Accountants (FCCA) and a Chartered Accountant with the Malaysian Institute of Accountants (MIA).

Yee also served as a director at PwC Indonesia, where he led end-to-end audits for banks, multifinance companies, and securities firms while helping strengthen internal controls and financial reporting processes. Prior to this, he spent over a decade at PwC Malaysia, leading statutory and regulatory audits for major banks, insurers, and investment institutions across commercial, Islamic, and offshore sectors. His experience also includes implementing IFRS 9 for Malaysian banks, advising on significant M&A and debt issuance transactions, and facilitating IFRS training programs. He holds a degree in Applied Accounting from Oxford Brookes University.

The grant represents a significant step toward strengthening trauma-informed care in the country, where survivors of abuse and exploitation often face long-term psychosocial challenges compounded by limited access to mental health support. Through structured interactions with trained therapy animals, Brave Tails provides a safe and supportive environment that promotes healing and overall wellbeing.

In the Philippines, survivors of trauma and their networks of care often face complex emotional and psychological burdens. Care providers and frontline workers are likewise at risk of burnout and secondary trauma.

Romualdez not linked to alleged flood control anomalies, spokesperson says

LEYTE Rep. Ferdinand Martin G. Romualdez has not been linked by any evidence to alleged anomalous flood control projects, his spokesperson said Thursday, arguing that the accusations are inconsistent with how the national budget process operates.

In a statement, Atty. Elaine A. Atienza said that despite Senate and House inquiries and other official investigations, no former or incumbent official of the Department of Public Works and Highways (DPWH) has identified Romualdez as having participated in the planning, procurement, implementation, inspection, payment or release of funds for any alleged ghost flood control project.

She added that even former DPWH Secretary Manuel Bonoan, who had firsthand knowledge of the department’s operations, never implicated the Leyte lawmaker.

“Simple lang kung bakit — because Rep. Romualdez was not involved,” Atienza said.

She said the allegations fail to reflect how the national budget is crafted and implemented.

“The issue traces back to the national budget process. Sa prosesong iyan — no single person—not even the Speaker of the House—can control,” she said.

Atienza explained that the National Expenditure Program is prepared by the Executive branch through the Department of Budget and Management (DBM) and implementing agencies, including the DPWH, before it is submitted to Congress for deliberation by both the House of Representatives and the Senate.

“No Speaker can dictate upon Cabinet secretaries. Neither can he dictate upon senators, who exercise their own independent constitutional mandate. Sila po ay pantay-pantay diyan being elected officials. Primus inter pares,” Atienz said.

She stressed that once the budget becomes law, the Speaker has “absolutely no authority” over project bidding, contract awards, implementation, inspections, payments or the release of government funds.

“Hindi niya po saklaw ang pagpapa-release ng budget. Those are functions vested by law in the Executive Branch,” Atienza said.

She added: “Hindi kayang utusan ng Speaker ang DPWH Secretary. Hindi niya kayang diktahan ang DBM o ang Senado. At lalong hindi siya ang nagpa-plano ng proyekto, nagpapa-bid, nag-a-award ng kontrata, nag-iinspeksyon, o naglalabas ng pondo.”

According to Atienza, insisting that Romualdez was the alleged “mastermind” would require the public to believe that one person controlled every stage of the budget and infrastructure process.

“Ang gustong palabasin ng iba, parang iisang tao ang may hawak ng buong gobyerno. Hindi po ganoon ang ating Konstitusyon,” Atienza said.

Atienza maintained that accountability should rest on those who exercised legal and operational authority over the projects.

“If there were irregularities in any infrastructure project, then those who actually exercised legal and operational authority should be identified and held accountable. Accountability must follow the evidence—not political convenience,” Atienza said.

“Kung may nagkasala, papanagutin natin. Pero huwag nating gawing shortcut ang paghahanap ng isang malaking pangalan para lang may maipakita sa publiko,” Atienza said.

Atienza said Romualdez was being portrayed as a “convenient excuse and political scapegoat” despite the absence of evidence linking him to the alleged anomalous projects.

“At the end of the day, justice demands only one standard,” Atienza said.

“Sa paghahanap ng hustisya, hindi puwedeng mauna ang akusasyon bago ang ebidensya. Sa batas, ang ebidensya ang nagtuturo kung sino ang mananagot,” said Atienza. (END)
